Rakan, the Charmer
As League's resident lovebirds, Rakan and Xayah provided an interesting design hook as a support/carry duo that were literally made for each other. However, aside from ability interactions that are exclusive to the happy couple (which feels like a bit of a cop-out and is unnecessarily restrictive), I feel there is definite room for improvement in this regard.
Also, while Rakan holds an interesting niche as a close-range enchanter that dashes and dives into danger, his kit is a bit mechanically cluttered and is in need of tidying up, and feels abstract in places that could support more concrete execution (with his current Q being the biggest culprit).
To turn Rakan into the perfect "doting boyfriend support" was a matter of finding ways in which he and Xayah could complete each other while drawing inspiration from their unique personalities. Like any avian suitor worth his salt, Rakan now spends his days nicking shiny trinkets from enemies to gift to his partner in crime, before whisking them away arm-in-arm.
Even moreso than his current iteration, Rakan is all bluster and no bite - capable of tripping up enemies and getting in their faces, but ultimately relying on his partner to leave any sort of lasting mark. Thankfully, he knows a certain someone who can pack quite a punch if they're put in the right situation...

Innate: Preened Cape
Whenever Rakan uses an ability, he generates a shield for 1.5 seconds that absorbs
15 to 125 (based on level) + (45% AP) damage and drops a Fey Feather at his feet
Fey Feathers persist for 8 seconds and will detonate when an enemy walks over them, dealing 5 to 40 (based on level) + (15% AP) magic damage and slowing them by 80% for 0.5 seconds.
Q: Gleaming Quills
Rakan whips his cape in the target direction, dealing 70/115/160/205/250 + (60% AP) magic damage to enemies in a cone and slowing them by 15/20/25/30/35% for 2 seconds. Upon hitting an enemy champion, Rakan will heal himself for 18 to 120 (based on level) + (70% AP) and gain a Stolen Trinket for 3 seconds, gaining 15/20/25/30/35% bonus movement speed for the duration.
If Rakan gets within close proximity to an ally champion while holding a Stolen Trinket, he will gift it to them, healing them for 18 to 120 (based on level) + (70% AP) and granting them 15/20/25/30/35% bonus movement speed for 3 seconds.

W: The Quickness
PASSIVE: Preened Cape's shield absorb's 40/50/60/70/80% more damage.
ACTIVE: Rakan dashes to the target location, freeing himself from all movement-impairing effects.
The Quickness's cooldown is refreshed whenever Rakan uses another ability.

E: Battle Dance
Rakan dashes to an ally champion and leads them by the arm for up to 3/3.5/4/4.5/5 seconds, granting them Preened Feather's shield and causing them to follow in step with Rakan's movement for the duration.
After 1 second, Battle Dance can be cancelled if it is re-activated, or if the ally issues a movement command.
Movement from Battle Dance does not interrupt the ally's actions.

Cost: 60/70/80/90/100 mana
R: Grand Entrance
Rakan breaks into a captivating sprint for 4 seconds, gaining 50% bonus movement speed for the duration. During this time he deals 100/200/300 + (50% AP) magic damage to all enemies he collides with, charming them for 1/1.25/1.5 seconds before refreshing Preened Feather's shield and dropping a Fey Feather in front of him.
When Rakan collides with his first enemy champion, he gains an additional 100% bonus movement speed, which starts decaying after 0.5 seconds by 20% every 0.5 seconds.
During Grand Entrance, Rakan cannot attack enemy champions if he did not charm them.
